Vulnerable Sector Check (VSC)
Volunteers who reside in Toronto can complete the Vulnerable Sector Check (VSC) online. We strongly encourage all volunteers to complete the VSS online.
NB: this information is for residents of Toronto (postal code starting with M only.) For residents outside of Toronto, please obtain their VSC at the Police Service in the jurisdiction where you permanently reside. More information can be found for Durham, Peel and York using the links at the bottom.
You can check back on the VSC page on the Toronto Police Service website to get an idea of when your VSC will be processed.

Toronto Police Annual Offence Declaration (AOD)
Every year volunteers who have a VSC on file must submit an Annual Offence Declaration Form to the Toronto District School Board. This declaration is a PDF that you fill in and email to the Police Reference Check Office at policereferencecheckoffice@tdsb.on.ca. Details are in the AOD Form.

There is a manual process which you can use if you are unable to use the online process.

When the form is complete you can submit it in person or by mail:

Visit our Information Access counter at our Headquarters, located at 40 College Street. We are open Monday to Friday, excluding statutory holidays, from 7 am to 4:30 pm

Your agency (Toronto District School Board) will need to provide you with their agency code in order for you to submit your application (this code is already included in the VSC Application form linked above)

Administrative fee, if applicable, can be paid with debit or credit at our Information Access counter

Your agency (TDSB) will need to provide you with our application form, which must have their agency code on it (this code is already included in the VSC Application form linked above)

You will need to mail us your completed, signed application form, as well as clear copies of your two pieces of government-issued identification, and your payment, if applicable, which can be paid by certified cheque, business cheque or money order made payable to Toronto Police Service
